    "Azerbaijan can refuse to solve the Karabakh conflict by military ways
    if only a comprehensive agreement, which will clearly indicate exact
    timeframe for liberation of our territories and the consequences in
    case of Armenia's failure to meet commitments, is adopted," Member
    of the Azerbaijani Milli Majlis (Parliament) Fazail Ibrahimli said.

    He was commenting on possibility of an agreement on non-use of
    military force in case of liberation of part of the Armenia-occupied
    territories.

    "Recently, media reports indicated that Moscow has offered "2 +3 +2"
    de-occupation scheme of Azerbaijan's territories around the former
    Nagorno-Karabakh Autonomous Region. It is said that Azerbaijan will
    be asked to sign an agreement on non-use of military force after the
    liberation of the two regions. I think that Azerbaijan can sign such
    a treaty if only Azerbaijan retains a right to take any decision,
    if Yerevan fails to faithfully execute the de-occupation agreement,"
    the MP said.

    "This agreement should be based on a principle of a phased solution.

    Azerbaijan may abandon its legitimate right to use force, if the time
    interval between these stages will be clearly indicated. Moreover,
    completion of all three phases according to the formula "2 +3 +2"
    should not be measured in years. Most of what we can do is to wait
    a few months," the MP said.

    Comparing plans for the liberation of Azerbaijani territories by the
    formulas "5 +2" and "2 +3 +2", the deputy said that "in principle,
    even the second option could be satisfactory for us. Given the fact
    of double standards by big powers to Azerbaijan, it will be perfect if
    we succeed to liberate the occupied territory without a drop of blood.

    What matters is that in any of the de-occupation formula should
    clearly indicate time interval between the stages of liberation."
