Armenia's Ombudsman Armen Harutyunyan today presented the Report on
the Right to Freedom of Peaceful Assembly in the Republic of Armenia.
The situation with the right of freedom of assembly in the Republic
of Armenia in its current state does not correspond to international
standards in a number of respects, Harutyunyan told reporters, adding
that the mechanisms for judicial protection are not effective, either.
The Ombudsman notes in the report that although the legislation was
brought in line with international standards in 2004, some unclear
formulations result in the controversial application of the laws.
Armen Harutyunyan informed that a new package of legislative reforms
was being worked out.
"The lack of regulation or insufficient regulation of a range of
provisions in the law hampers the effective fulfillment of the
right to organization of peaceful assemblies and, correspondingly,
establishment of democracy," Mr. Harutyunyan said.
