October 27Astrakhan statement of the Armenian, Russian and Azerbaijani
Presidents on exchange of captives and the bodies of those killed will
be implemented by Azerbaijan only in part as Azerbaijan is used to
withdrawing its signatures, Karabakh war participant, Artsakh hero,
Lieutenant General Arkadi Ter-Tadevosyan (Komandos) told reporters
today.
"Azerbaijan never fulfills its commitments. It again violated the
cease-fire regime immediately after the trilateral agreement," he
said. Azerbaijan is not used to implementing the agreement provisions
and what it does is blame Armenia later, he said.
"The international community more believes the Azerbaijani lies than
the reality," the Lieutenant General said.
Azerbaijan acts as far as its interests go and to please co-chairs
it says it is trying to implement what it is obliged to, while those
are merely "false promises."
