ROBERT ABRAHAMYAN: 'PRIMARY AND MIDDLE PROFESSIONAL EDUCATIONAL ESTABLISHMENTS GOT A NEW IMPETUS'

YEREVAN, NOVEMBER 22, ARMENPRESS: The primary and middle professional
educational establishments, which were in a brisk demand in the
Soviet period, got a new impetus, according to Robert Abrahamyan,
head of the RA education and science ministry's department of primary
and middle professional education.
He said today at a meeting with journalists that this is connected
with the support of a number of international donor organization, such
as the European Committee, UNDP, British Council, etc. The speaker
says the basic step, undertaken for the regeneration of the sphere,
was the adoption of the 'RA Law on Primary and Middle Professional
Education' by the National Assembly.
According to Robert Abrahamyan, the process of reforms has become more
efficient since 2007. He added that works are under way within the
framework of the RA Government and the European Committee. He said
12 multifunctional colleges were adopted through a tender, serious
financial means were invested, 2200 specialists and representatives of
over 250 educational establishments were trained. The speaker added
the Armenian economy's primary branches, which lack of specialists,
are tourism, high technology and service.
Marine Hakobyan, national expert of professional education and
training, underscored the importance of drafting of standards in
the development of the sphere. She informed that the 'Process of
Development and Investment of Standards for Capacity Improvement' is
in progress with the assistance of the EU. 'A staff representative
must not be a theoretic, but a performer. It is a primary issue;
however those, who studied in our educational establishments, do not
manage to put their theoretical knowledge into action,' Marine Hakobyan
said. She informed that 61 standards have already been invested.
The expert stressed the importance of collaboration between the state
and employers. She says social partnership is dominant in the system
of professional education. 'An employer is a direct customer and a
link, which drafts standards. It is the employer, who must estimate
the quality of education,' Marine Hakobyan said.
