EVEN PERFECT ELECTORAL CODE CANNOT CANCEL THE PRACTICE OF FRAUD, DAVID HARUTYUNYAN THINKS

ArmInfo. Even the perfect Electoral Code cannot remove the problems
connected with electoral process, as good legislation may just promote
its improvement, chairman of parliamentary commission on state and
legal issues David Harutyunyan said at today's press-conference.
As for transferring to the proportional system, as Heritage and
ARFD insist on, Harutyunyan says it is not expedient in Armenia to
fully transfer to one of the systems, either first-past-the-post or
proportional representation. He also added that the present option
os the most convenient and balanced one, i.e., 90 proportional and
41 first-past-the-post seats.
