Armenia has no grounds not to participate in OSCE summit, expert says

Armenia has no grounds not to participate in the OSCE summit in
Astana, Suren Zolyan, political expert and rector of the Yerevan State
Linguistic University after Brusov, told the journalists today.
According to him, in this case principle `absent is guilty' will work.
`If one does not participate in such crucial meetings, he is deprived
of putting a hold on undesirable decision. We should attend the
meeting and use the right of veto, as finally not participating side
will be found guilty and it would have no opportunity to respond,' he
said.
Commenting on likelihood of adoption of any document on the Karabakh
issue in Astana, Zolyan stressed that something would be done, but
hardly any document would be passed.
`Under such circumstances, similar documents are normally approved
which contain references to the previous ones,' he concluded.
