Discussions on the proposed amendments to the Criminal Code

The US National Democratic Institute and the National Press Club
initiated a political discussion today, where representatives of
parliamentary and non-parliamentary forces exchanged views on the
proposed change in the Electoral Code.
Everyone, except for the coalition representatives, assess the
proposed amendments as a regress. In particular, participants of the
discussion expressed dissatisfaction over the changes in electoral
commissions, saying it would result in various manipulations.
Another issue of concern is the balance between the proportional and
majoritarian systems. Representatives of parliamentary opposition and
non-parliamentary forces find it proper to pass to the proportional
system. According to them, the majoritarian system helps increase the
number of pro-government MPs in the Parliament.
