ELMAR MAMMADYAROV: "SELF-DETERMINATION OF NAGORNO KARABAKH MUST BE REALIZED BY AZERBAIJANI AND ARMENIAN COMMUNITIES"

Baku. Viktoriya Dementyeva - APA. "Nagorno-Karabakh conflict not only
impedes the development of the countries involved in this problem,
but the whole region and threatens the stability and security in the
region", Azerbaijan's FM Elmar Mammadyarov said at the 1st Annual
Symposium of specialists on International Relations kicked off today
in Baku, APA reports.
Speaking about progress in the talks, the minister noted that
vigilance in the negotiations process was weaker in comparison with
the last year: "Unfortunately, position of Armenian side is still
indefinite. They do not respond the co-chairs' proposals".
Mammadyarov said that though position of Armenian side was based on
principle of self-determination of peoples, and Azerbaijan received
this principle, it declared that this principle should not be contrary
to other important principle - territorial integrity: "Azerbaijan
considers the principle of self-determination of peoples as one of
the principles of OSCE Helsinki Final Act. But if lands are occupied,
territorial integrity of the country is violated, we consider it
impossible. Touching upon its self-determination, Armenian side
forgets one important moment - Armenian community can not realize
self-determination by itself, it must be decided by two communities".
The minister said that Azerbaijan was ready to give high autonomy
status to Nagorno Karabakh as a compromise. He reminded that
international community recognized the territorial integrity of
Azerbaijan and cited as examples the UN, Council of Europe resolutions
and last resolution of the European Parliament: "I hope that Azerbaijan
will restore its territorial integrity in whole!"
