NO FRAMEWORK AGREEMENT ON KARABAKH TO BE SIGNED IN ASTANA, MAMMADYAROV SAYS

Framework agreement on Karabakh is not expected to be signed at the
OCSE Summit in Astana, Azerbaijani Foreign Minister Elmar Mammadyarov
said at the opening ceremony of "The South Caucasus in a Changing
World" symposium in Baku.
According to him, presently the work on elaboration of the document
is being carried out. Issues to determine format of the Astana talks
are on the agenda as well. The Azerbaijani FM noted that the OSCE MG
Co-Chairs will visit the region in the near future to present to the
sides a report of the field assessment mission. "Compared to the first
mission, which took place in the region in 2005, this time mediators
and members of the mission visited the seven occupied regions. We
are waiting for the assessment mission's report to give conclusion
on their activity," Trend quoted Mammadyarov.
Commenting on discussions on recognition of the Karabakh's independence
in the Armenian parliament, Azerbaijani FM stressed that "it will be
a big mistake".
"If Armenia begins the process of recognition of the Nagorno-Karabakh,
it will be a big mistake in terms of the international law. The
recognition of Karabakh's independence would mean that Armenia
recognizes the fact of occupation of the Azerbaijani lands," he added.
