Z. ALIZADE: AZERBAIJAN SHOULD NEGOTIATE WITH NKR AUTHORITIES

For the resolution of the Nagorno Karabakh conflict Azerbaijan's
government should change its policy, first of all, stop threats,
Azerbaijani political scientist Zardusht Alizade told vesti.az.
Azerbaijan should "convince" Armenians of Nagorno Karabakh that living
in Azerbaijan is safe and beneficial, expert said.
"Besides, Azerbaijan should stop propaganda of ethnic hatred through
electronic and printed media as it contradicts our Constitution,"
political scientist said.
Alizade stressed talks should proceed between official Baku and
Stepanakert.
"We should start negotiations with Nagorno Karabakh's Armenian
community in the person of representatives of NKR authorities, whom we
do not recognize, we should invite heads of NGOs and parties to Baku."
It's no use changing OSCE Minsk Group format, according to the expert,
as Minsk Group represents all decisive political players in the
process. He expressed confidence that Turkey will not be involved in
the process of Nagorno Karabakh conflict settlement as Armenia and
Russia will protest against it.
