    The issue of recognition of Nagorno Karabakh's independence is
    anti-constitutional and should not have been put on National Assembly
    agenda, leader of the Constitutional Right Union Hayk Babukhanyan
    told a press conference today.

    "With the declaration of December 1st, 1989 and the current Armenian
    legislation, the Nagorno Karabakh Republic is considered a region
    reunited with Armenia," Babukhanyan said.

    According to him, Azerbaijan actually recognizes that decision,
    since it holds talks with the President of Armenia.

    "Azerbaijan recognizes that Nagorno Karabakh is a territory united with
    Armenia, and when we speak about the recognition of NKR independence,
    it is concession. That means we are yielding one of our regions and we
    agree that it becomes an independent state," Hayk Babukhanyan stated.
