    AZERBAIJAN RAISES ISSUE OF FASTEST SETTLEMENT OF GARABAGH CONFLICT BEFORE RUSSIA

    Today Azerbaijani leader Ilham Aliyev has conducted talks in Sochi
    with Russian President Dmitry Medvedev, the main theme of which was
    settlement of Armenian-Azerbaijani Nagorno Garabagh conflict.

    During the meeting President Aliyev said that the already held
    rounds of talks had led to rapprochement of parties' positions, and
    Azerbaijan was interested, perhaps to a greater extent than anyone
    else in the soonest settlement of the conflict to obtain return of
    all displaced persons to places of their residence and restoration
    of peace and tranquility.

    "The fastest settlement of the conflict is in interests of all
    countries," he added.

    His Russian counterpart who recently came forward with new
    settlement proposals stated that he would like to conduct a very
    frank conversation about what to do next and how events can develop.

    Within the negotiation process Armenia came forward with "supplements"
    to the basic principles of settlement proposed by the OSCE Minsk
    Group mediators. The "supplements" are not linked with the concept
    of peaceful settlement, and almost torpedo it. Azerbaijan, 20% of
    which have been occupied by Armenia and 1 million people driven from
    places of residence, proposed not to lose time on signing of the basic
    principles and transfer to drafting of the settlement agreement itself.
