    Ostensibly, on December 20 the presidents of Armenia and Azerbaijan
    will meet. It can also be suggested that Russia will propose to
    sign the next document to restore its reputation of the "leading
    peacekeeper" in the region regarding the Karabakh issue.

    The Russian Foreign Minister Sergey Lavrov stated during the OSCE
    ministerial council in Vilnius that Russia proposes to resume the
    three-party format of meetings of presidents of Armenia and Azerbaijan
    with the participation of Medvedev. The Armenian Minister of Foreign
    Affairs Edward Nalbandyan immediately agreed in an interview with
    Interfax. The Azerbaijani Foreign Minister also expressed agreement.

    At the same time, the latter proposed to start working on the peace
    agreement immediately. "We think it is not necessary to be obsessed
    with the principles, but to start working on more agreements. There
    are issues that we are currently discussing with the Co-Chairs,"
    stated the Azerbaijan MFA.

    It seems that despite the statement on "unacceptability of the status
    quo" everyone agreed that the main task is to ensure stability in the
    region and prevent escalation, which is the same as to strengthen the
    status quo. For the solution of this task, one thing is necessary -
    to make Azerbaijan sign the agreement on the withdrawal of snipers from
    the frontline and clarification of the mechanisms of investigation of
    incidents at the frontline. The Co-Chairs' statement is on this. The
    religious leaders of Armenia, Azerbaijan and Russia also urged to
    ensure this point.

    Perhaps, Moscow will later refer to Aliyev's "inner compulsion"
    to sign such an agreement as a victory of Russian diplomacy.

    It notable that the principles of Madrid are just mentioned
    indifferently and the main stress is on the mechanism of prevention
    of incidents.
