Progress in the negotiations on a resolution of the Nagorno-Karabakh
conflict depends on Armenia, Azerbaijan's foreign minister has said.
In his address to the OSCE Ministerial Council meeting in Vilnius,
Elmar Mammadyarov said that continuation of the status quo in the
conflict is inadmissible, Gun.Az reported.
The status quo refers to the stalemate that has prevailed in the
conflict since Armenia and Azerbaijan signed a cease-fire in 1994.
Armenian forces still occupy Nagorno-Karabakh and the seven surrounding
Azerbaijani districts with some million displaced Azerbaijanis unable
to return home.
Elsewhere in his address, the minister said that Azerbaijan is ready to
share within the OSCE experience gained in various fields of security.
"This concerns experience we have gained in the field of energy
security, mine clearance, the war on terrorism, combating organized
crime, drug trafficking and also the experience we have gained through
contributing to security and stability in Afghanistan," he said.
Elmar Mammadyarov said that Azerbaijan sees the OSCE as a unified
regional security complex.
"We believe that this organization is unique in terms of open dialogue
among participant states, resolving conflicts in their territories
and intensifying cooperation based on common values, obligations and
principles," Mammadyarov added.
The OSCE should work further to prevent conflicts and control crises,
the foreign minister said.
