    ARMENIAN OFFICIAL SLAMS AZERBAIJAN FOR "DESTRUCTIVE" APPROACH TO KARABAKH ISSUE

    Armenian Deputy Foreign Minister Shavarsh Kocharyan has criticized
    Azerbaijan for "destructive" approach to the settlement of the
    Karabakh conflict.

    "It has become a tradition with official Baku to juggle documents it
    has signed and to stand back when there is a smallest opportunity
    to register some progress in the Karabakh conflict settlement,"
    Kocharyan said in an interview to Armenian Public TV on 7 December. He
    expressed confidence that Azerbaijan's "destructive" steps were aimed
    at preserving the current status quo in the settlement process despite
    Baku's contrary statements.

    Kocharyan said the conflict was the result of Azerbaijan's "aggression
    towards self-determined republic of Nagornyy Karabakh" and had serious
    consequences because Baku resorted to policy of force from the very
    beginning.

    "If Heydar Aliyev was searching for some compromise, was ready to
    negotiate with the Karabakh authorities, his son, Ilham Aliyev,
    has inherited Elcibay's policy, and all his attempts are aimed at
    preserving the power in his hands," Kocharyan said.

    Armenian Deputy Foreign Minister said Azerbaijan's policy was not
    serving the interests of the Azerbaijani people, but the interests
    of the ruling hereditary clan which threatened security and stability
    not only in the region but in their own country as well.

    Commenting on a joint statement signed by the OSCE Minsk Group
    co-chairmen and Armenian and Azerbaijani foreign ministers in Vilnius,
    Kocharyan said that it once again confirmed the principles contained
    in the statements adopted earlier for the peaceful settlement of
    the conflict and the creation of an atmosphere of trust between the
    parties to conflict. He added that the OSCE mediators once again
    urged the sides to agree on carrying out investigation into all the
    recent incidents on the contact line between Armenian and Azerbaijani
    armed forces.
