Azerbaijani Presidential Administration: Nagorno-Karabakh's Armenian
community denies from meeting on conflict solution to disrupt talks

Representatives of the Nagorno-Karabakh's Armenian community deny from
the meeting with Azerbaijani community to disrupt the talks to resolve
the conflict, official Baku said.
"The Armenian side often makes such statements to break the
negotiation process," the Head of the Foreign Relations Department at
the Azerbaijani Presidential Administration Novruz Mammadov told media
today.
He was referring to the statement made by the "Foreign Ministry" of
the separatist regime of Nagorno-Karabakh.
The Armenian community will not meet with Azerbaijani community till
the status of Nagorno-Karabakh is determined, the statement of the
"Foreign Ministry" of the separatist regime said on Friday.
The Armenian side negotiates under a certain pressure from the
international community and the OSCE Minsk Group co-chairmen, Mammadov
said. It tries to prove to be constructive. Perhaps, it manages to do
this to some extent.
"But at the very last moment, they look for any excuses to get away
>From the talks," Mammadov said.
He said the Armenian side's last statement in the current situation
aims at disrupting the negotiation process.
Despite the fact that a meeting of the Armenian and Azerbaijani
communities of Nagorno-Karabakh was planned to be held in late
November. The Armenians refused from participating in this meeting at
the last moment.
The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994.
The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. -
are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
