PARLIAMENTARY HEARINGS ON PROTECTION OF CHILDREN'S RIGHTS IN THE REPUBLIC OF ARMENIA

On December 13 in the "Ballroom" hall of the Congress Hotel
parliamentary hearings on protection of children's rights in the
Republic of Armenia was held, jointly organized by the NA Standing
Committees on healthcare, maternity and childhood; on social affairs;
on science, education, culture, youth and sport and on territorial
management and local self-government. NA deputies, representatives,
experts of the Government, representatives of international and
local NGOs and Human Rights Defender Office were also participating
in the meeting.
The goal of the parliamentary hearings was to discuss the problems
existing in the sphere of protection of children's rights in the RA
and if necessary, implement works directed to the improvement of the
legal field.
In the Chairman of the NA Standing Committee on Health Care, Maternity
and Childhood Ara Babloyan's word, the RA National Assembly focuses
on the problems concerning children, and the vivid evidence of it
is the organization of a number of discussions in the parliament,
as well as the working pluralistic group created in parliament by
the RA NA Speaker's order, which has been set up in order to promote
the establishment of the institute of protection of children's rights
in Armenia.
Hovhannes Margaryan, Chairman of the NA Standing Committee on
Territorial Management and Local Self-Government, in his speech
has noted that children are the builders of the future and we shall
support newly created families and create jobs for providing a good
life. The NA deputy highlighted the availability of the polyclinics,
kindergartens and schools, as well as other institutions necessary
for the children's development in remote, borderline and small
communities. The Committee Chairman has mentioned that we should
develope communities for having an educated and healthy generation.
Astghik Minasyan, Head of the Social Support Department of the RA
Ministry of Labor and Social Affairs, presented the protection of
children's rights in the system of social support, indicating the
existing situation of children's poverty, the steps directed to the
poverty reduction.
Karine Saribekyan, Head of the Maintenance of Mother and Baby Health
of RA Health Care, touched upon the reinforcement of the children's
rehabilitation services in the marz, financial access of birth help
services, financing of the mother and baby hospital services and the
tendencies of the index of mother and child.
Manuk Lazarian, Deputy Minister of Education, referred to the reforms
of the educational sphere, especially the creation of the senior
schools network. The Deputy Minister finds that everybody has equal
opportunities for education, irrespective of their shown progress.
The participants have noted that the children are more vulnerable
groups towards the poverty in Armenia, and the children of bigger
families and handicapped children are especially vulnerable towards the
risk of poverty. The amount of social pensions of those recognized,
as "Disabled Child" is necessary to review and work in direction of
investment of tutorship Institute.
Those present addressed their questions to the speaker and received
exhaustive answers.
