    Next year the Justice Ministry will pay more attention to reformation
    of the judiciary system of Armenia, Armenian Justice Minister Hrayr
    Tovmasyan said at today's press conference. He said that the judiciary
    system of Armenia is "the heel of Achilles" of the legal system in
    general.

    Among the obstacles to positive changes the minister pointed out the
    mechanical work, the mentality of the people working in this sphere,
    as well as the legislation.

    He thinks that in improvement of the judiciary system a lot depends on
    the related structures, particularly, on the investigative bodies,
    prosecutor's office and police. Consequently, reformation of one link
    in the system implies reformation of the whole system.

    Tovmasyan said that in 2012 it is envisaged to reform the advocacy
    system, to reduce the level of appeals against the court judgments, as
    all this seeks to raise the public confidence in the court instances.
    "Unfortunately, we have not yet completely got rid of the judges, who
    discredit the system and hinder the progress. I think the program of
    reforms for 2012-2013 worked out by the Justice Ministry will
    contribute to improvement of the judiciary system", he said.
