    KIRO MANOYAN: IT IS NOT FOR THE FIRST TIME THAT TURKEY RECALLS ITS AMBASSADOR TO FRANCE

    Turkey's ambassador, who has been recalled to Ankara for consultations,
    will return to Paris, as it happened for many times before, Kiro
    Manoyan, Head of ARFD Bureau's Hay Dat and Political Affairs Office,
    told media on December 23 when commenting of the French National
    Assembly's bill.

    The French National Assembly passed the bill criminalizing the
    Armenian Genocide of 1915 in Ottoman Turkey overnight. The new bill
    stipulates one year in prison and a fine in the amount of 45,000
    Euros for anyone who denies the fact of the Armenian Genocide in the
    territory of France. Earlier on December 7 when the French National
    Assembly Committee for Legal Affairs passed the bill, Turkey recalled
    its ambassador for consultation.

    "Since 1970s Turkey has been regularly recalling its ambassadors to
    France every time when a monument for the genocide victims was opened
    in France or recognition of the Armenian Genocide was discussed. By
    the moment of the bill's discussion in the French Senate, the
    French-Turkish relations will become tense, indeed. However, Turks will
    forget everything and calm down as they did for many times before. It
    is not for the first time that Turkey recalls its ambassador but does
    not break diplomatic relations. One can study the ambassador's latest
    recall as a rest on the eve of the New Year holidays," Manoyan said.

    Ankara is used to the language of threats and demonstrative steps in
    the issue of the Armenian Genocide. That policy once even reached
    refusal from military exercises with France. But the situation had
    always returned to its normal course every time when Turkey received
    relevant signal from Washington. The USA has always been concerned
    over any discrepancies between the two important allies in NATO.

    Genocide of Armenians has been recognized by 44 United States as
    well as by 21 countries, including Canada, Argentina, Switzerland,
    Uruguay, Russia, Belgium, France, Poland, Slovakia, the Netherlands,
    Greece, Cyprus, Vatican, Sweden, Lithuania.. The European Parliament
    passed a resolution recognizing the fact of Armenian Genocide in the
    Ottoman Turkey on June 18 1987 and demanded the Council of Europe
    to exert pressure on Turkey in order that country recognizes the
    Armenian Genocide. Turkey still denies the genocide of 1,5 million
    Armenians in 1915-1923.
