Will Government Rid of Old Police?

The new chief of police Vladimir Gasparyan continues to surprise the
society with his statements. After announcing the intention to reveal
older crimes, he announced the intention to create a new police in
Armenia. The `new' policemen will be polite, educated, speak foreign
languages, deal with the public in a new manner.
Armenia urgently needs such a police, and so does Vladimir Gasparyan
if certainly he intends to do what he says. In fact, it will be
difficult to change the attitude to the police and reveal the `older
crimes' through the `old' policemen. The `old' policemen, namely the
management, is closely connected with politics and business, as well
as criminals, and has quotas and `limits of competences' which have
nothing in common with the law. The `old' police served the group and
personal interests of the system rather than fulfilled its duties laid
down in the Constitution. Hence, the `old' police, namely its
management, participated in `earlier crimes', at least in terms of
their cover-up.
The revelation of `older crimes' will be vital for the government
before the upcoming elections. They are many, their authors have
leading positions in the political and business elite and big
ambitions and opportunities to keep their positions. A severe
internecine struggle is underway in Armenia, a clear life and death
struggle, and the best technology of neutralizing political rivals is
to reveal `earlier crimes'.
Serzh Sargsyan has chosen Vladimir Gasparyan for this purpose, stating
that he is someone who is needed by the system. Vladimir Gasparyan has
lived up to his expectations so far. He has already revealed some
crimes committed earlier, and also displayed that he does not fear
`notorious sets'.
As to the `old' police, an interesting technology has been adopted to
destroy it. A `new' police will be established beside the `old'
police, and the `old' police will either have to fulfill the `new'
goal or retire. Although the same will happen in both cases. Here is
an interesting situation when the government does not need the `old'
police any more, while the society does not want a structure that
works against it.
