Mike Gatto's Armenian Genocide Bill signed into law

California Governor Jerry Brown signed into law AB 173, a bill
authored by Assemblyman Mike Gatto (D-Los Angeles) and co-authored by
Assemblyman Katcho Achadjian (R-San Luis Obispo). AB 173 extends the
deadline through 2016 for the families of victims of the Armenian
Genocide to file claims on insurance policies. The bill takes effect
immediately because Gatto inserted an urgency clause in the
legislation. Therefore, victims or heirs of those who perished in the
Armenian Genocide can seek justice in California courts immediately.
AB 173 is one of the first bills signed into law by Governor Brown in
2011.
The bill passed despite strong opposition from the so-called "Turkish
Peace and Justice Committee." The urgency clause in the legislation
was an effective way to make sure victims' families could access the
courts as soon as possible. Without such a clause, the law would not
take effect until 2012. However, bills with such clauses require a
two-thirds threshold for passage, which Gatto was able to get.
