It is a fact that for two decades now, Russia, US and France - the
co-chair counties of the OSCE Minsk Group - have been trying to find a
solution to the Karabakh issue, or at least have the truce maintained,
but both Moscow and Washington realize there is no quick solution,
political analyst Sergey Minsasyan says.
Speaking at a news conference today, Minasyan said that signing a
document in near future would point to the big powers' inclination
to avoid escalation, or the new document would signal a start of a
new stage of negotiations that might again take decades.
"No one in Azerbaijan has any doubts about who was to blame for
the failure of the Kazan meeting," Minasyan said. He added that
the Russian president takes the issue as a personal matter, and
any failure affects his reputation. "Apparently, Russia will try to
slightly adapt the pre-Kazan proposals but the core provisions will
stay, such as the provision of a referendum or that of the status."
