For the lossless organization of the 2011 harvest, an operational
headquarters is created, with NKR Minister of Agriculture Armo
Tsaturian at the head.
Currently, active harvest works are conducted in the Republic's
lowlands. For getting corresponding information about the conducted
and ongoing works, we met with Mr. Tsaturian.
According to the Minister, as of July 4, the actual harvest of cereals
(including Indian corn) made 253957,6 quintals, which is 87% of the
last year index. Over 11413 ha of cultivated area was harvested,
1931,8 ha of which in the Askeran region, 3045,0 - Hadrut region,
842,0 ha - Martakert region, 4287,5 ha - Martuni region, and 1306,9 ha
- Kashatagh region. In the piedmont and mountainous areas harvesting
works will start later. According to Mr. Tsaturian, the crop capacity
can be evaluated as good - this year, the average crop capacity from
a hectare made 22,3 quintals, while the last year index made 16,4
quintals. The highest index of crop capacity was fixed in the Hadrut
region - 25,5 q. The second place was occupied by the Martuni region -
22,3 q. The indexes in the Askeran and Martakert regions were about the
same, consequently making 21,0 q and 21,4 q. The harvesting indexes
could have been higher, if the natural disasters hadn't harmed the
cultivated areas - according to the ministry's information, about
7600 ha were damaged by hail, 1453 ha of which - at 100%. The total
index of damages hasn't been calculated in this direction. According
to Mr. Tsaturian, specialists are conducting corresponding working.
5315 ha of the abovementioned made areas under cereals, 307 ha - under
corn, 758 - under vegetables, and 583 - under different crops. Also,
641 hectares of vineyard were damaged. Minister Tsaturian's assessment
of the harvesting process and results is generally positive. "Those
land cultivators, who honestly implemented their works, had good
results - 30-40 quintals of crops. Surely, those who didn't follow
the specialists' advice and didn't properly cultivate the land, had
lower crop capacity", he said. Armo Tsaturian noted that good barley
harvest had been fixed. Currently, harvesting works are conducted at
the areas under haricot, which has been practiced by businessman Norayr
Stepanian for 4 years. This sample promises to be quite fruitful.
The businessman is building an enterprise and pledges to start
producing vegetable oil in early 2012. These days, buckwheat harvesting
has started. The NKR President also familiarized with the works in
place. In 2011, 63 ha of land were sowed with buckwheat, 38 ha of
which were initiated by Machine-tractor stations closed joint-stock
company. Unfortunately, these areas were damaged by hail.
But, the 25 hectares of land cultivated privately gave good harvest -
20q per hectare. Currently, 165 combine-harvesters participate in
the harvesting, 20 anti-fire points are installed for ceasing and
preventing accidents.
"Fortunately, we haven't faced any problems in this context and we
hope to successfully accomplish the other works", noted the chief
operative headquarters. Mr. Tsaturian was difficult to answer our
question whether the prices for bread could be reduced. This question
can be answered by time. And is it expedient to pay corresponding
reimbursement to the people having lands under crops, which suffered
from natural disasters, via the state budget or some off-budget means?
The minister answered that the question could be considered from two
viewpoints. If proceed from the interests of the land cultivators, who
contributed great means and conducted great works, having nothing as a
result, so the mechanism is justified; if proceed from the interests of
the people, who calculate every coin allocated from the state treasury,
so it is not.
So, what solution to the issue can the NKR Minister of Agriculture
suggest in this case? Mr. Tsaturian considers that insurance
introduction is needed here, which is currently impossible in the NKR,
and the risk is similarly great in the RA. As of the reimbursement,
according to him, the last year, when the losses from the natural
disasters made about 1 billion drams, the state wasn't able to give
any reimbursement; the support to the land cultivators was prolongation
of the term of their credit repayment and other similar assistance.
