The Kazan talks of Armenian, Russian and Azerbaijani presidents on
Karabakh conflict resolution took place in Tatarstan, which has high
autonomy in Russia and is mainly populated by Muslims. This was a
symbolic gesture, president of Jamestown foundation Glen Howard told
Voice of America.
The absence of agreements between Armenia and Azerbaijan can lead to
increase of intensity, he added.
"It is hard to believe that Russia can be a neutral mediator, while
implementing diplomatic mission and supporting both Armenia and
Azerbaijan with weapons," he stated. "Russian FM Sergei Lavrov visited
Yerevan, Baku and Washington after the failed meeting in Kazan. Later
Azerbaijani FM was invited to Russia, which speaks that Russia tries
to preserve its role of the main mediator. Western political figures
expect Armenia to make compromises. Azerbaijan also hopes for some
turnovers in the negotiation process by receiving one or two regions.
However, Yerevan does not meet this step. And the only means to
influence on Russia is the Qabala radar station in Azerbaijan."
Regarding Europe, it does not have a strong interest in Southern
Caucasus. U.S. is the only opponent for Russia, and at the same time
has no certain policy on Caucasus. Thus, Russia runs full control
of the situation, while Azerbaijan tries to provide participation of
all super powers in Karabakh resolution process, concluded Howard.
