Why does US report on human trafficking combat criticize Armenia?

YEREVAN. - The report of the U.S. State Department on human
trafficking combat in Armenia is critical due to the peculiarities of
its preparation, said the head of Armenian Police Anti-Trafficking
department Tigran Petrosyan.
He said that, the report aims to help improve the situation in this
field. In the first place, the report did not reveal problems unknown
to the Armenian side and, secondly, Armenian side does not agree with
some provisions of the report, which was mentioned during the meetings
with U.S. Embassy representatives.
Tigran Petrosyan emphasized the peculiarities of the report, whose
authors rely on various sources in their arguments and conclusions.
Thus, one of the grounds for claiming that Armenia is the final
destination of human trafficking has become a fact that in 2008 a
group of women was delivered from the Russia (Volgograd) with the
purpose of sexual exploitation. On the other hand, the reason for the
claim that Armenia is a supplier of victims of trafficking was the
report of German Zora, offering assistance to victims of trafficking
and sexual exploitation, which reported on the assistance of an
Armenian woman. Whether this woman was a citizen of Armenia, is still
unclear.
Tigran Petrosyan added that there are cases when people pretend to be
trafficking victims to facilitate the acquiring the citizenship in
European countries.
