AZERBAIJAN REFRAINS FROM MILITARY RHETORIC FOLLOWING FAILURE OF KARABAKH TALKS

Azerbaijan is refraining from military rhetoric following the failure
of the Russian-mediated Kazan meeting held between the Azerbaijani and
Armenian presidents on 24 June, Fuad Qahramanli, deputy chairman of
the opposition People's Front of Azerbaijan Party, has told Azadliq
newspaper.
In a comment on Azerbaijani Deputy Foreign Minister Araz Azimov's
interview to Russian Ekho Moskvy radio, in which he said it was time
to "replace tanks with tankers", Qahramanli said the statement was a
signal of change in Azerbaijan's position. According to Qahramanli,
Azerbaijan is in the process of bringing its position in line with
the Western position with regards to the Nagornyy Karabakh conflict
and the West has taken over the initiative to mediate peace talks.
It has become evident that the West will take over the initiative on
the next round of negotiations, Qahramanli told Azadliq. It's true
that even though Russia attempted to take new initiative through
[Foreign Minister Sergey] Lavrov, it seems that this initiative will
not be supported. This scenario necessitates the West to take the
initiative as Russia's Kazan meeting failed. Azerbaijan sees and
assesses this. Unlike the previous rhetoric it proposes to replace
tanks with tankers. This shows that Azerbaijan is not interested to be
seen as preferring the use of force in the eyes of the West, he said.
