IS SARGSYAN CHECKING KOCHARYAN'S PULSE?

Speaker Abrahamyan's statement that he thinks Serzh Sargsyan will
accept the offer of the Armenian National Congress and will start
dialogue is evidence that the government is going to respond to Levon
Ter-Petrosyan's offer to launch dialogue of delegations.
Hovik Abrahamyan would hardly say something without Serzh Sargsyan's
approval. Abrahamyan and other representatives of the government would
hardly perform their job responsibilities, let alone express an opinion
on the home political situation without Serzh Sargsyan's approval.
Hence, Serzh Sargsyan is apparently trying to check reactions
through Hovik Abrahamyan. Sargsyan may want to know what Robert
Kocharyan thinks on this. Robert Kocharyan expressed concern about
the government-opposition dialogue in Armenia and went on to meet
Putin for several hours.
But hereby the dialogue does not stop. Moreover, it tends to reach
a new level. It is possible that Serzh Sargsyan is trying to check
Robert Kocharyan's pulse, to see what he may do if he decides to
engage in direct dialogue with Levon Ter-Petrosyan.
But Robert Kocharyan's stance will hardly influence Serzh Sargsyan's
decision essentially. Apparently, it is important for him to decide
how he should start the dialogue, on what occasion, in what period,
with what rhetoric. After all, Serzh Sargsyan agrees to this dialogue
which implies negotiations on his departure. At least, Ter-Petrosyan
has stated that he will negotiate only on snap elections.
The farther Serzh Sargsyan goes regarding the dialogue with
Ter-Petrosyan, the more difficult it is going to be for him to persuade
the system that he is up for staying rather than leaving. And the
system tolerates his dialogue because it discerns guarantees of
its security, government guarantees rather than post-government
guarantees. Otherwise, different officials and Republicans would
hardly welcome a process with a happy smile which may cost them their
power. Either they are confident that it will never happen or they
are unaware and misled.
And the farther the dialogue of the authorities and the government
goes, the more these people may face to Kocharyan, viewing him as a
guarantee of existence of the government pyramid and its traditions.
Perhaps Serzh Sargsyan is trying to find out whether Robert Kocharyan
is ready to hint them on such guarantees and he may also want to see
who will react to this inside the system. Perhaps Serzh Sargsyan has
got down to forming the delegation to negotiate with the opposition
but he wants to first find out who cannot be in this delegation.
