OSCE MINSK GROUP CO-CHAIRS MEET NKR PRESIDENT

President of the Nagorno Karabakh Republic Bako Sahakyan met today
with the OSCE Minsk Group co-chairs Robert Bradtke (the USA), Bernard
Fassier (France) and Igor Popov (Russia) who arrived in Stepanakert on
the eve. After the meeting, that lasted about two hours, the co-chairs
came forth with a short briefing.
Before answering to the questions of reporters, Bernard Fassier noted
that passing the line of contact from Azerbaijan was a positive signal:
if the military leadership is ready to give security guarantees for
passing the line of contact it shows that it is possible to maintain
the cease-fire regime.
"We hope that our periodical visits across the line of contact will
allow in near future to stop the violations of cease fire regime",
the French co-chair said.
Speaking about the meeting with the NKR President, Robert Bradtke said
that he presented information about the visit of foreign ministers
of Armenia and Azerbaijan to Washington. "I would like to note that
after the meetings with the two ministers US Secretary of State Hilary
Clinton stated that the usage of force is unacceptable. The resuming
of war between the parties will not bring any result as it is not a
way of settlement of the conflict", Bradtke noted, saying that the
United States are resolute in the peaceful settlement of the conflict.
Igor Popov noted that during the meeting with the NKR President they
talked about the coming meeting of Nalbandian and Mammadyarov, during
which the issue on finalizing the basic principles will be discussed.
"If they succeed in agreeing over the basic principles, they will be
clarified at the meeting of Presidents Sargsyan and Aliev. In this
respect I must note that the call in the Deauville statement over
the speeded-up settlement of the conflict gives additional impulses
to this work," Popov said.
In response to the question what the changed Madrid principles include,
Popov said that permanent work is being carried out for agreeing over
basic principles and "changed Madrid principles" definition as such
does not exist for him. "As of today we have a project but there are
a number of issues that need to be discussed and the foreign ministers
of the conflicting parties deal with them", Popov said.
Bernard Fassier added that the final variant of the discussed
principles is the same as the one adopted during the recent meeting
of presidents in Sochi. The French co-chair said today in the evening
they are arriving in Yerevan to meet with President Serzh Sargsyan
and Foreign Minister Edward Nalbandian.
