SENIOR ARF-D MEMBER EXPECTS NO BREAKTHROUGH OVER KARABAKH IN KAZAN

There will be no breakthrough over the Karabakh conflict in Kazan,
a senior Armenian Revolutionary Federation-Dashnaktsutyun member told
a news conference today.
Kiro Manoyan, the director of ARF-D Bureau's Hay Dat and Political
Affairs Office, said the resumption of military operations would
be bad for everybody, so both sides - Armenia and Azerbaiajn - are
likely to praise the meeting just to keep the process going.
He also commented on the reports that a verbal agreement equal to an
accord might be reached in the presidents' Kazan meeting: "I don't
see how a verbal agreement is equal to a signed document."
Manoyan also said the public opinion in Karabakh radically differs so
"our diplomats and politicians should be constantly reminded that any
decision has to be acceptable to Karabakh," and this approach is a
"reality check" for Azerbaijan's Aliyev.
As for the "interim status" of Karabakh, Manoyan said it could be
accepted only if that status refers to the period signed after the
main document.
