Dashnaktsutyun, National Assembly ad-hoc committee to study March 1
New materials and videos related to the events of March 1 have recently
appeared on the web. Did these materials exist during the existence
of the committee or are they completely new? What can these videos
give you for the revelation of March 1?
Of course, the committee knew about these videos and what is shown
now had been presented to the committee, from videos compromising
the government and those compromising the first president Levon
Ter-Petrosyan and his team. The committee watched all the videos
but I don't think they will give anything new for the process of
revelation. We have picked out all the necessary facts from those
videos that could be used as arguments. It is another issue that those
videos are used for propaganda. I share the opinion that without a
legal warrant it is not right to wiretap phone calls and disclose them.
One of the videos pictures soldiers in the uniform of Border Forces
on Freedom Square in the morning of March 1. Can this be enough to
consider the fact of deployment of the Armed Forces during the March
1 events?
We have watched all the videos confirming the deployment of the Armed
Forces. But after the completion of the activities of the committee,
many other charges arose related to the deployment of the army. Since
the committee's activities had already been discontinued, it was
eligible to make assessments. As a Member of Parliament, I can say
that the NA Standing Committee on State and Legal Affairs must be
responsible for the examination of new facts. It must also provide
reliable information about new facts to the public and demand that
the law enforcement bodies conduct a concrete investigation to make
legal assessments.
The U.S. Deputy Assistant Secretary of State Thomas Melia inquired
about the revelation of March 1 crimes during his meeting with
representatives of the law enforcement system of Armenia. What does
this mean?
The international community has always focused on the issue of March
1. We can remember that the Ad-Hoc Committee to study March 1 met with
the U.S. experts who had studied September 11. The committee asked
for technical assistance, the committee did everything it could. But
if other people were also involved in the committee, for instance,
people from the first president's team, we would have had wider
opportunities. If I'm not mistaken, the death of 10 people on March
1 has always been in the center of the attention of the international
community but the latter did not provide any definite assistance. The
Committee, within the limits of its authority, was unable to reveal
the deaths but the country will never be insured from repetition of
March 1 unless they are revealed and those guilty are held responsible.
What does the fact that the international community highlights March
1 mean? Is there a political context?
For me there are two possible scenarios. Firstly, it is used as a
stick to keep Armenia under international pressure, to force it into
certain political behavior, policy or compromise. Secondly, it is the
approach of people who really want to establish the rule of law in
Armenia. Believe me, nobody can be more interested in ensuring the
rule of law in Armenia than us.
Is it possible to reveal March 1 murders?
For me, it is little possible to reveal the killers. But there are
cases, for example, the death of the police officer, in which we were
inclined to think he was killed by negligence. The death caused by
the use of Cheryomukha 7 can be revealed too. All the cases must be
investigated separately. Some of the murders can be revealed with
the help of a large-scale investigation.
