VAHAN HOVHANNISYAN: "THE POTENTIAL OF THE SOCIETY SHOULD BE USED IN ALL THE AREAS INCLUDING FOREIGN RELATIONS"

(Noyan Tapan - 15.06.2011) On June 15, the usual joint working
discussion between the Council's members of the Armenian Eastern
Partnership Civil Society Forum and RA NA delegation took place during
the Parliamentary Assembly of the Eastern Partnership, "Euronest", in
the National Assembly. Forum members presented their recommendations
in four main areas: democracy and good governance of human rights,
economic integration with the European Union, security of the
environment, climate change and energy, relations between people.
These are the main areas of the activity of the four thematic
committees formed in this new European parliamentary structure.
As the head of the Armenian delegation Vahan Hovhannisyan, who was
elected the vice president of the structure at the founding sitting of
"Euronest" held a month ago, mentioned, working discussions of this
format are very important for the sitting of Bureau of the Eastern
Partnership Parliamentary Assembly held on June 21, where the agenda of
discussed issues in the structure will be outlined. According to him,
NA delegation will be able to clarify the scope of primary issues
beforehand and then develop projects of formulas and repots. V.
Hovhannisyan also stressed that the Armenian delegation is going
to function actively in the structure and especially in all the
four committees. By the way, Republican member of the Armenian
delegation Artak Zakaryan was elected the president of the committee
for educational issues. The member of the "Prosperous Armenia" faction
Naira Zohrabyan and the representative of "Heritage" Styopa Safaryan
were elected the vice presidents for political and energy security
issues respectively.
"I really share everybody's opinion that the suggestions should be
concrete and clear. Second, if you want your suggestions have success
they should be not only within the framework of Armenia's interests,
but also within other member countries of the Eastern Partnership
including such issues which can be supported directly by the EU,"
said Eduardo Lorenzo, the consultant of the EU Advisory Group for
the EU integration and democratic institutions. He brought an example
and noted that the corruption problem was highlighted by one of the
participants in the discussion. "The EU cannot force any country
to put an end to corruption, but if you, for example, ask the EU
for help consisting corruption risk, such as in the area of border
management, definitely the EU will help you." EU expert thanked the
Armenian delegation in "Euronest" "for the constructive approach, as
well as for implementing such a special initiative which the European
Parliament does not have." "We speak about the involvement of civil
society in the developing process of suggestions," he explained.
The president of the Coordinator Council of the National Platform
existing within the framework of the Armenian Eastern Partnership Civil
Society Forum Vache Kalashyan thought that the initiative by Armenia
might become a model and be presented as an exemplary cooperation in
"Eoronest". As the head off the Armenian delegation Vahan Hovhannisyan
told the reporter of Noyan Tapan after the discussion, this is a
normal cooperation. "When one continuously speaks about the fact that
the society has a great potential, then it should be used in all the
areas including foreign relations".
