TWO PHRASES WILL GIVE WAY TO MISINTERPRETATION

ARF member of the Armenian delegation to the PACE Armen Rustamyan
gives a positive assessment of Serzh Sargsyan's speech because several
issues were specified, but he has certain reservations.
He says it was positive in that Sargsyan very clearly stated that the
CE plays a role in the conflict resolution and welcomed the Armenian
delegation's strategy to boycott the subcommittee on Nagorno-Karabakh.
However, Armen Rustamyan has certain disagreements with Serzh
Sargsyan's speech.
"I don't share the view that Armenia has an effective mechanism for
fighting against corruption in the country. Of course, it is very
important that Armenia is trying to solve that issue in accordance
with CE standards at the highest level, but the monitoring committee
in Armenia is led by the same government that isn't able to lead an
active struggle against corruption and lead to the emergence of a
social front," Armen Rustamyan told "A1+".
Armen Rustamyan doesn't agree with two points, which he thinks may
be misinterpreted.
"For instance, the issue connected to territorial integrity. The
president said Armenia and the NKR are different sides and that
Armenia doesn't have territorial issues. However, in that subtext,
people might get the impression that Armenia hasn't recognized
Karabakh's independence in order not to violate Azerbaijan's
territorial integrity. He should have said that Armenia is letting
the international community do that or because it doesn't want to hurt
the process of negotiations. That would have been a more constructive
approach."
The ARF MP says Serzh Sargsyan's statement that it will be very hard
to force the Armenian side to make concessions to a side that is
planning on a war was very important.
The other statement that Armen Rustamyan doesn't agree with is the
statement that Azerbaijan will be in a favorable situation if a war
breaks out.
"This is a matter of formulation. He could have said that Azerbaijan
thinks it can have an advantage and even add that European
organizations shouldn't shut an eye on that," Armen Rustamyan told
"A1+".
The ARF member doesn't have many expectations from the meeting in
Kazan and doesn't share Serzh Sargsyan's optimism.
"I think there is only one issue, and as long as that issue hasn't
been solved, there can't be any document. If the issue of Karabakh's
status isn't solved, there is no sense in solving other issues.
Armenia's concessions can't refer to the status issue. We have no
expectations other than independence and nothing can be imposed on
Armenia," said Armen Rustamyan.
MP of the Republican Party of Armenia (HHK) Hermine Naghdalyan says
she is impressed by the speech and liked Serzh Sargsyan's emphases
on the maintenance of peace and stability.
As for Serzh Sargsyan's statement that "the document on the table
is not the one Armenia dreams of", Hermine Naghdalyan noted that she
didn't think the president would sign an anti-Armenian document. "I
believe in the president and see a logical connection with mutual
concessions."
