ALIYEV FACES A CHOICE: WAR OR PEACE?

(Noyan Tapan - 27.06.2011) The result of a survey carried out
in Azerbaijan a few days before the meeting to be held in Kazan
shows that the Azerbaijan people think that the only solution
to Nagorno-Karabakh conflict is a war. On the eve of the meeting
the president of Azerbaijan Ihlam Aliyev clearly spoke about the
possibility of a war presenting the difference between the military
budgets of Armenia and Azerbaijan, which, in Aliyev's words, has
tendencies of deepening. Aliyev spoke about this during an interview
with the Euronews TV channel.
The futile end of the meeting held in Kazan was once again conditioned
with the destructive position of the Azerbaijan side regardless of
the international pressure and calls on the quick solution to the
conflict. Moreover, on June 26, a military march took place in Baku on
the Day of the Azerbaijan Army, during which president Aliyev made a
performance and once again stressed the need of taking back so-called
"the occupied territories of Azerbaijan" by all means, noting: "We are
in a condition of a war. The war hasn't ended yet, that was the first
phase of the war, and the state army at war must be very powerful.
Today, the state budget of Azerbaijan first of all pays attention
to the military expenses which are for the liberation of our
territories..."
A president who makes such declarations, doesn't tend to the peace
settlement of the issue, as the propagation of threatens and the vital
military power exacerbates the tension more existing between Armenia
and Azerbaijan. On the other hand, if the Azerbaijan side thinks
that the only solution to the conflict is the restarting of the war,
Azerbaijan wouldn't slow down the process, moreover, they will take
practical steps. However, the Azerbaijan side, actually, taking the
lessons of the past into consideration and realizing the position of
the international community to this conflict, avoids restarting the
war naturally not being sure about the consequences of it.
