SAFARYAN: KAZAN MEETING WAS DOOMED TO FAIL

The meeting between the Presidents of Armenia, Azerbaijan, and Russia
in Kazan was doomed to fail, head of the Heritage parliamentary
faction, Stepan Safaryan told a news conference in Yerevan.
"Azerbaijan's great appetite gave Armenia a possibility of manoeuvre,"
Safaryan said.
According to him, the Armenian authorities used all emergency variants
in the negotiation process, and the responsibility for the failure
to sign any document was laid on Azerbaijan.
This situation will continue, the parliamentarian thinks, and, for
the present, we must not expect any major shifts.
"Armenia should change the concept of the Nagorno Karabakh conflict,"
