    Armenian President Serzh Sargsyan has accused Azerbaijan of stymieing
    the current peace talks on Karabakh and seeking an occasion for fresh
    aggression against the de-facto independent republic.


    `Unfortunately, Azerbaijan continues to escalate the situation with
    its repetitive statements that are below any standards of civilized
    dialogue and seriously undermine the negotiating process,' Sargsyan
    said on Wednesday after talks with his visiting Lithuanian counterpart
    in Yerevan.

    `Azerbaijan has chosen the policy of dragging out the process as its
    tactics and, in essence, it is waiting for an opportune moment to
    start a new military adventure,' he charged.

    Still, Sargsyan emphasized the Armenian side sees the settlement of
    the Karabakh conflict only by peaceful means.

    Sargsyan's statement came only days after more deadly shootings in
    Karabakh, leaving three Armenian soldiers dead and one wounded. The
    military and diplomats in both Armenia and Karabakh strongly condemned
    Azerbaijan's violating the terms of the 1994 ceasefire agreement.

    The rising death toll blamed on Azeri sniper activity has led to some
    politicians in Yerevan even calling for `an adequate response' amid
    fears among observers that the escalation of tensions in Karabakh may
    lead to a full-blown war in the volatile region.

    Azerbaijan's attempt to regain control of Karabakh after the latter
    declared its independence during the late days of the disintegrating
    Soviet Union resulted in a three-year war in which some 30,000 people
    were killed and hundreds of thousands were displaced. Baku eventually
    lost sovereignty over the territory of Karabakh proper and was also
    ousted from several districts surrounding the Armenian enclave that
    could be used as grounds for future aggression.
