(Noyan Tapan - 05.05.2011) `Trans-Boundary River Management Phase II
for the Kura River basin - Armenia, Georgia, Azerbaijan' project that
has been financed by the European Union since 2008 year will end at
the end of 2011. The objective of the long-term project is to improve
water quality in the Kura River basin through transboundary
cooperation between the three countries and adoption of the river
basin management approach. In order to improve transboundary
cooperation they supported the creation of a transboundary monitoring
and information management systems and enhanced capacities of
environmental authorities and monitoring establishments engaged in
long-term integrated water resources management in the Kura River
basin.
The above mentioned project is carried out by the European Eptisa and
Grontmij-Carlbro consortium. The Armenian partners are Water resources
management agency of the Ministry of Nature Protection and `The center
of monitoring of the environment' SNCO.
As the Armenian expert of the project Lusine Taslakyan informs `Noyan
Tapan', now it is early to speak about the results, as the objective
of `Trans-Boundary River Management Phase II for the Kura River basin
- Armenia, Georgia, Azerbaijan' project is enough long-range and the
problem of the right and efficient management of water basin of the
country is too important and complicated. According to her, the
cooperation of the specialists from the three countries, information
exchange and in the case of carrying out pilot projects it is possible
to obtain good results. Such projects usually include the estimating
of economics, risks, pressures and influences of the river basin and
variants of solving these problems. It is also important to increase
public awareness regarding the influence of people on ecological
system of water.
In L. Taslakyan words now we can speak at least about one significant
result. It has been proved that the statements of neighbor countries,
especially Azerbaijan , that Armenians pollute Kura River is baseless.
The expert noted that first of all during the process of the project
the data of water quality were recruited, the samples of water were
taken by the representatives of the three countries from different
parts of the river, which excluded the falsification of the data.
Besides, from the results of laboratory analysis of test examination
of the same water sample that was sent to the specialists of the three
countries from Europe it turned out that the data of Armenian
specialist were more trustworthy.
L. Taslakyan also said that the Armenian side has already developed
projects referring to the management of the basins of Debed and Axstev
rivers in the frames of the current project. During the sitting of RA
government, which took place on February 3, 2011, it was decided to
approve the model plan content of water basin management which was
developed according to the demands of RA water legislation and EU
water framework directive. RA Minister for Nature Protection was
instructed to base on it `while forming the technical testimonials of
RA 6 water basin management plans supported by the international donor
countries and organizations and RA state budget during the following
years. The expert also hoped that after the end of the projects
financed by the EU, in the case of the possibility of appropriate
funding, not only the work of the Basin of Kura-Araks River would
continue, but also it would be possible to realize the management
projects of 14 rivers including 6 water basins of Armenia.
