WHY DOESN'T NKR SHOOT DOWN AZERI PLANES?

NKR Defense Army Commander Movses Hakobyan says Azerbaijan is a
criminal and accounts his opinion for Azerbaijan's threats to bomb
the newly constructed airport in Stepanakert.
"I cannot comment on the statements of an official who makes improper
announcements which are beyond the limits of his abilities. Azerbaijan
simply cannot shoot down planes bound for Stepanakert. Similarly, we
can announce that we can shoot down about 62 Azeri civilian planes a
day but we do not do it. Bombardment of civilian aircraft is a crime,"
Hakobyan told A1+.
In reply to A1+ whether Azerbaijan intends to commit a crime, the
NKR official said, "Azerbaijan is a criminal and the country is not
going to change its demeanour."
Movses Hakobyan laments the ongoing incidents at the contact line,
especially before and after the regional visits of the OSCE Co-Chairs.
However, he says the ceasefire violations do not break the fighting
spirit of the NKR army.
"I think that the Co-Chairs have understood Azerbaijan's tactics.
Azerbaijanis want to blackmail the Minsk Group and make them pressurize
NKR authorities. We are encouraged by our victories and we shall
continue to win new victories," he said.
