VARDAN VARDANYAN: QUALITY OF CONSTRUCTION IN DISASTER ZONE IN LIMELIGHT OF GOVERNMENT

Wide-scale urban development programs will be implemented in Armenia
in the running year. Armenpress news agency spoke with the Urban
Development Minister Vardan Vardanyan about their process, quality,
issues.
- Mr Vardanyan, which are the prior directions of the Ministry for
the running year?
- Five prior issues are separated. One of the significant ones is issue
on ensuring apartments. We are planning to improve the legislation
on special regulation of urban activity as well as the activity in
the settlements of Armenia. One of priorities is also the reforms
in the system of territorial planning, development of institutional
capabilities of communities. The issue of fighting against illegal
construction will too be under our spotlight.
- What works are intended to be carried out in the disaster zone and
how many families will get new apartments this year?
- In 2011 on the account of state budget provisions construction of
3 233 apartments will launch in the provinces of Shirak and Lori
to ensure the houseless families with apartments. This year the
construction launched in 2010 will end. Overall, it is expected to
complete the construction of 2 131 apartments and dwelling houses,
including 1756 in Gyumri and 375 in rural settlements of Lori.
We are also planning to start and end in 2012 construction of new
apartments. Overall 1092 apartments and dwelling houses will be built,
including 134 in the town of Spitak, 182 in Akhuryan, 546 in the
rural settlements of Lori, 230 in rural settlements of Shirak.
- How is the quality of construction works in the zone of disaster
being controlled?
- The quality of construction works continues being in our limelight.
First, the disaster zone, according to the urban classification,
is divided into two groups. The first one includes multi-storeyed
buildings that have been built and are being built in Gyumri's "Mush
2", "Mush2-2" and "Ani" districts, the second is the group of the
one-storeyed houses having 2, 3 and 4 rooms that have been built
and are being built in the rural communities. The state inspection
control of the construction activity of buildings of both groups is
being carried out within the framework of the Article 26 of Armenian
law "About Construction".
I must note that after every 15 days they present corresponding report
to the head of staff of the RA President and me about the quality of
construction. Already 27 checking were carried out and fine amounting
to 2.17 million AMD was established.
- Last year the Finance Ministry's Inner Audit Assessment and Finance
Oversight Department registered a number of violations in the sphere.
What steps are being carried out to avoid the flaws in 2011?
- The Finance Ministry's Inner Audit Assessment and Finance Oversight
Department studied the project-pre-calculation documents and found
certain flaws. The ministry assigned the projecting organizations to
review the documents and present the amended variant, which was done.
Starting from 2010 at our initiative a point on subjecting to
responsibility was added in the agreements according to which in
case of diversions from projects both the projectors and people who
implemented the studies will pay fine for each diversion or the loss
caused by that diversion.
