Arthur Baghdasaryan: EU expects Armenian authorities to more actively
protect intellectual property rights

Armenia has already had more favorable the legislative base to protect
intellectual property rights, but the European Union expects the
Armenian authorities to take more serious reform in the given sphere,
said Arthur Baghdasaryan, Secretary of the National Security Council
of Armenia, at the first seminar on the progress of reforms in
Armenia: Progress On Trade Area- Intellectual Property Rights in
Yerevan, Friday. The event was organized by the EU Advisory Group to
Armenia.
A. Baghdasaryan said: "Intellectual Property Rights is a key area
within the Trade reform pillar". "A cross-cutting area with
implications for trade, innovation, culture, and also for health,
safety and security for our citizens", he continued. Baghdasaryan
expressed hope that an Armenian-Dutch Consortium to be created in 2012
will promote cooperation with the EU in the given sphere. The EU
technical cooperation project of 1,2 million EUR in the IPR field will
be implemented in the period 2012-2013. Baghdasaryan stressed the
necessity of institutional reforms to protect the rights of the
citizens.
Welcoming the initiative of the Armenian authorities Raul de
Luzenberger, Ambassador, Head of EU Delegation, highlighted the direct
interconnection of the intellectual property right and improvement of
the civil society principles. Ambassador de Luzenberger pointed out to
some implications of counterfeiting and piracy in terms of "lower
tax-collection, nurturing criminal activities and unfair competition".
On 20 May, 2011 the EU Advisory Group and the Armenian Interagency
Commission coordinating Armenia-EU Cooperation held the first of a
series of regular seminars to be jointly organised on the progress of
reforms in the country.
The national system of intellectual property protection in Armenia
started by the establishment of the Patent Office Under the Government
of the Republic of Armenia in January 1992 and the National Agency of
Copyright in December 1993. Later, in 2002, the Intellectual Property
Agency of the Republic of Armenia was established by merger of the two
organizations, which has the status of separate division acting within
the Ministry of Economy of the Republic of Armenia. In the same year
the Government of the Republic of Armenia adopted the statutes and the
structure of the Agency. On April 2, 2009 The Government of the
Republic of Armenia adopted the "Policy Paper on Reliable and
Effective Protection of Intellectual Property". At present the legal
field of intellectual property is regulated by laws and legal acts as
well as the international agreements of the Republic of Armenia. The
Republic of Armenia is a member of the World Intellectual Property
Organization (WIPO) since 1993 and the Eurasian Patent Office (EAPO)
since 1995. The Agency cooperates with the European Patent Office
(EPO), other international and regional structures and foreign
offices. By official data, in the category of Inventions 142
application were filed in 2010, including 132 national and 6 foreign
applicants. A total of 124 patents were provided. In the category
Utility Models 45 applications were filed, including 41 national
applicants. Only national applicants got patents. In the category
Industrial Designs - 23 applications were filed including 22 received
patents (10 and 12 national and foreign applicants, respectively).Out
of 5229 applications filed for trademarks 1499 got patent. Out of
3882 applications for trade names. 3036 got patents.
