INTRODUCTION OF ID CARDS AND BIOMETRICAL PASSPORTS IN ARMENIA TO POSTPONE TILL SUMMER 2012

YEREVAN, October 31. /ARKA/. The dates of introduction of
identification cards and passports with biometrical data in Armenia
are planned to postpone till June 1, 2012, said Deputy Head of Police
Department of Armenia Artur Osikyan in the parliament hearings.
"The most early assumed date of entering the law into force is March 1,
2012, but taking into account the fact that the system of ID cards and
biometrical passports is used the first time in Armenia and requires
a serious technical preparedness, its introduction is planned to
postpone till June 1, 2012", he said.
Osikyan said that earlier it was envisaged that the law will enter
into force on January 1, 2012.
"Final dates will be introduced during the discussion of the draft
law in National Assembly by the second reading", he said.
National Assembly of Armenia on September 15 adopted a draft law "On
identification cards" in the first reading, as well as amendments in
the law "On passport" and a number of accompanying laws envisaging
introduction of identification cards and biometrical passports.
Introduction of the system will allow to increase general level of
security due to the use of additional technical protection of the
documents and simplify the use of the document identifying the person,
in daily activity of the citizens.
It is also envisaged that the use of the new documents will allow to
simplify the entry process to the countries of Schengen zone.
Identification card is envisaged for internal use and the passport -
for traveling outside the state. Identification card will look like an
ordinary plastic card, and the passport - like a current passport of
the citizen of the Republic of Armenia. Besides biographical data,
digital photo and electronic signature the passport will contain
prints of two index fingers of the passport holder.
Such data as nationality and blood group could be included in the
document upon the wish of the citizen.
Identification card is envisaged for all the citizens above 16 years,
and the passport can be received in any age. Identification card will
be provided for 10, and the passport - for 5 years.
In the result of integration of many systems in future, particularly
healthcare and insurance, from functional point of view the card
will substitute other documents. The package also includes amendments
to repeal social security cards, as social security numbers will be
included in the document.
Transfer to the new documents will take place gradually and
the operating passports will still remain effective. After its
expiration date the citizens can change them, but for getting ID
cards and biometrical passports, the citizen must hand over his/her
old passport.
