SEYRAN OHANYAN ON THE ARMY SITUATION

The Minister of Defense of Armenia Seyran Ohanyan dwelt on the
situation in the army and the reaction of the society to it.
He in particular said that he understands the sensitive reaction
of the society to the issues of the army. Seyran Ohanyan did not
separate the army from the society. The army and the society are
linked and the emergencies happening in the army are natural to cause
the dissatisfaction and the concern of the society.
The Minister of Defense said that it is evident to everyone that the
army situation has become more accessible due to the reforms of the
recent years. A number of steps are made to increase the trust of
the society towards the army such as cooperation programs with local
and international organizations worried with the army issues. Seyran
Ohanyan says that anyone should understand that the transparency of
the army has limits since any information on the web is available to
everyone, including our rival.
"You know, when parents of fallen soldiers complain of the army
situation, we put away all the arms share their sorrow and try
to support them. When the army is criticized by those who have
contributed to its formation, we listen to them attentively trying
to correct all the omissions. When a person far from the army, but
still caring one, criticizes the army, we try to understand them,
assessing their high civil behavior. But it is difficult for us to
understand those who rendered the criticism of the army a daily task
of self-establishment or fund acquirement. The most sorrowful is
that the last group is small but it is still so loud that it forms
unhealthy moods in the society. The impression is that they are led
by "the worse is the better is" principle. If I could ignore their
behavior as an individual, I cannot do that as a person responsible for
the combat readiness of the army and pose danger to the army-society
mutual trust. This is an issue of national security and everyone who
try to have a destructive intervention in the army-society relations
through spreading false information, will be held responsible in the
legal sphere", said the Defense Minister of Armenia.
He added that these criticizers don't remember the successes of our
army which preserves the peace for our nation. He said that it is
offensive to say that those officers who passed the war should be
dismissed from the army, because they are the army too, also those
who fell.
Seyran Ohanyan noted that unfortunately there is a group of people who
keep trying to indentify our army with separate servicemen accused
in crimes or vicious phenomena. And these people forget that a part
of the vicious phenomena comes from the education and culture of the
drafted youth for which the society is also responsible.
He noted that the officers are no less worried with the army issues of
the rest of the society. Not only the relatives of the servicemen do,
but also their officers care for their lives. The whole army suffers
from any emergency. Why do you think that the army leadership only
thinks how to conceal the crimes in the army? The criminal is our
conditional rival, says the Minister.
Unfortunately, certain people try to make the situation tenser and
this could get a legal assessment too. Speculations on accidents in
the army are impermissible, as well as their utilization for political
and group goals. Those, who under the influence of grants, beat their
breasts, could express patriotism during the war, but we did not see
them on the fight field, says Seyran Ohanyan.
He noted that most accidents occur in the army on the basis of
interpersonal relations. The society learns only about the incident,
but it does not know when these accidents were suppressed. The Army
leadership does not shy away from responsibility and takes all possible
preventive measures to prevent deaths and injuries of soldiers.
Ohanyan found groundless the information that after the incidents the
command staff often remains unpunished. Everyone bear either criminal
or disciplinary liability. Within 3 years of my tenure as Minister,
more than 30 senior officers were sent to the reserve or demoted.
We're not talking about it, because it is our daily work, said Ohanyan.
He noted that transformations in other structures of the society,
school, family, are necessary for the reforms in the army.
The Minister noted that this year there is reduction in the number
of emergencies in the army.
