WAITING FOR PREMIER'S RESIGNATION

The scheme "Hovik Abrahamyan as head of the election staff of the
Republican Party, Tigran Sargsyan as the first on the party ticket"
has been launched. Hovik Abrahamyan has already been offered to head
the Republican election staff, now, it remains to release the party
ticket and wait for Tigran Sargsyan's resignation from the office of
the Prime Minister.
Yesterday, Tigran Sargsyan introduced before the Parliament the 2012
budget draft, which was also some kind of a report on the government's
activities. The Prime Minister submitted quite an ambitious project
relating in particular to the intention to collect AMD 100 billion
taxes. The Head of the State Revenue Committee Gagik Khachatryan
considers such growth of taxes unreal. He asked everyone, who speak
about the shadow income, to point out where exactly it is present.
Anyway, Gagik Khachatryan is possible not to collect taxes at all,
because insisting rumors go on his resignation. His resignation is
dwelt on in the context of his involvement in Robert Kocharyan's team,
which Serzh Sargsyan is evidently trying to destroy.
Although, following this logic, Gagik Khachatryan could keep his
office, even appointed Prime Minister to prove he is unable to perform
the government's budget plan. The ruling team needs to somehow avoid
responsibility for the economic policy of the last three years. The
Republican Party understands very well that the main trump against
it will be the omissions in the economic policy, its incompleteness
and lack of a general strategy.
The Premier's resignation will partially solve the issue on
responsibility. Appointment to his post of a person, who needs to be
"crossed up", can solve two issues at the same time -all the blame
for economic turmoil will be put on him and his political career will
be done.
But the society shouldn't allow the Republican Party to avoid
responsibility for the economic policy. Though the Premier dwells
on the anti-crisis stability and even projects of development,
it is evident that no projects will be implemented next year, at
least because of the simple reason that all the money will be used
for the election and there will not be time either. Besides, even
the government says that the year 2012 will be the most difficult
in terms of payment of the foreign debt, as well as inflation. Even
in the budget draft, 4.2% of economic growth is foreseen, though
this year 4.6% growth was planned - but what growth we are speaking
about. The inflation rates have long passed all the norms.
The tradition to send packing high-ranking official even without a
report on the work done is rooted up in Armenia. Judging by everything,
the same tactics will be used with Tigran Sargsyan.
Moreover, during the election campaign, he may even refer to defects
in his current job, to make it clear to the electorate that the RPA
is aware of the errors and will chose another way, if elected.
