    Almost former Speaker of Parliament of Armenia Hovik Abrahamyan said
    in his interview with Azatutyun radio that the office of the Head
    of Republican election staff is a higher office in this process,
    at least in this period, than the office of the NA Speaker.

    When a person states that brains are not necessary in politics, it is
    not surprising he can consider the office of the Head of the election
    staff of a party higher than the office of the National Assembly
    Speaker, which is the second office of the country, after president's.

    This is something like being appointed to Gazprom, in this case the
    Republican election staff if Gazprom. But the phenomenon is the same:
    a high-ranking Armenian official does not understand the value and
    importance of the office he holds, but does it because it is his job
    and if tomorrow a better job is offered, he will accept it for sure.

    This is not surprising either because if Armenian high-ranking
    officials could fully understand the value of their offices, Armenia
    would have a completely different quality as a state because the
    effectiveness of the state management is determined by the perception
    of the state and not material value of the office by an official.

    The position of the Head of the Republican election staff is perhaps
    important for Hovik Abrahamyan for personal or party reasons, but in
    this case, it is necessary to stress the reasons because from the
    point of the state, the position of the head of the election staff
    of any party, including the ruling one, cannot be compared to the
    office of the Parliamentary Speaker.

    The party, the election goals of the party should not be identified
    with the state or party offices should not be compared with state
    offices. Though, no secret, the Republican has long identified itself
    with the state and, unfortunately, Hovik Abrahamyan is not the only
    figure in the RPA to think so, more he is not even from the minority.
