Rumors on the resignation of Armen Gevorgyan, the minister of
territorial administration, do not stop. He is said to have already
handed in his resignation. On the other hand, it is said that the
government has decided to change the structure of the ministry and
divide the functions of the deputy prime minister and the minister of
territorial administration. According to this option, Armen Gevorgyan
will remain deputy prime minister and another person will be appointed
as minister of territorial administration.
Armen Gevorgyan was one of the key persons in Robert Kocharyan's
administration. Now he occupies a post which has a large scope
of powers. This position was created for Hovik Abrahamyan who had
considerable experience in organizing elections in Armenia. This
position covers entire Armenia, and Hovik Abrahamyan carried out the
tasks of holding "correct elections" excellently.
The point is that in Armenia elections are mostly rigged in the
regions, while trying to appear "civilized" in Yerevan. Those 500
thousand "votes" are mostly "concentrated" in the region, which the
government has used since 1995, totaling 30-40%. These are the people
who are not in Armenia or are dead but the government uses their
"votes" to add percentages to itself and its allied forces. These
votes are so dear that the government even "paid" them pensions on
behalf of the ex-head of the Pension Fund Vazgen Khachikyan.
And now, on the eve of the national elections, the government must
solve this problem, appointing someone reliable as a minister of
territorial administration.
