    The Speaker's position in Armenia is vacant. If Hovik Abrahamyan does
    not withdraw his resignation in 4 days, it will be necessary to elect
    a new Speaker.

    Interestingly, all the possible Republican candidates desperately
    reject the possibility of being the next speaker. The reason is clear.

    Only 6 months remain till the parliamentary elections and no one would
    like to be Caliph for only an hour. But this is the first aspect of
    the issue. It is interesting that Republican Members of Parliament,
    when asked whether they are going to be the next speaker, say no.

    What does one need to be the next Speaker? Or rather this way - to
    become the next speaker after Hovik Abrahamyan. Abrahamyan has so
    lowered the bar for the Speaker that now this post must be taken on
    by a very independent politician who knows the value of brains, or
    a person even below Abrahamyan's level. Because there is no single
    Republican who is able to conduct an independent policy, each of
    them understands that taking on the post of Speaker they will have
    to continue Hovik Abrahamyan's job. Hovik Abrahamyan who intended
    to enhance the role of the Parliament and to build a church in the
    parliament yard did neither the first nor the second.

    Besides, elections are ahead, which means that post-electoral tensions
    are not ruled out and the parliament may "suddenly" become the body
    which will become responsible for decision making. If on 1 March
    2008 Robert Kocharyan assumed responsibility for almost everything,
    Serzh Sargsyan will hardly do that now, he will probably blame the
    parliament. Then the Speaker will have to carry that heavy weight.

    Moreover, everyone remembers how Hovik Abrahamyan was appointed,
    how he was elected Member of Parliament in a couple of days and
    immediately appointed Speaker pushing out Tigran Torosyan despite the
    latter's passionate speeches in parliament after March 1. Apparently,
    independent thinking was noticed in Tigran Torosyan's speech therefore
    a decision was made to appoint Hovik.

    The speaker will be elected but the process itself is interesting to
    see Republicans escaping from being appointed as the next speaker.
