A new situation is outlining in the Armenian economy - for the first
time in many years, business conflicts between major proprietors are
not solved "under the carpet" but publicly.
In fact, the business lady Silva Hambardzumyan had to turn to the
public to protect her interests. This was an almost secure step,
especially now when public opinion plays if not a deciding at
least a correctional role in politics. Now, Silva Hambardzumyan
certainly enjoys public support before the clarification of all the
circumstances.
It is not yet clear with the odious oligarchs, and they still think
that they can commit unlawful actions without punishment. But the
fact of launching criminal proceedings against the governor of Syunik
region of Armenia Surik Khachatryan proves the authorities can no
longer ignore public opinion.
There are, of course, no demonstrations in defense of Silva
Hambardzumyan but the society understands that a lot of things are
more complicated than it may seem at first sight. Most people doubt
that Hambardzumyan could exploit a mine for so many years and get
along with the authorities without a "roof". It is obvious that she
is part of the system. But since she has turned to public support,
public opinion favored her. Perhaps, it is because she is the only
person who dared to unveil the anatomy of the "mining" system.
This is a very important trend, the threads of which extend up to
elections. Public opinion in Armenia was ignored because it played no
role in the election process which was based on completely different
rules, namely forgery, bribes, etc. But in the next election, public
opinion can play a decisive role.
Further investigation of Surik Khachatryan's case will indicate
whether the authorities came to terms with public opinion gaining
strength. High-ranking police officials were sent behind the bars,
namely Margar Ohanyan, Hovhannes Tamamyan, but investigation of these
cases is not public because those arrested did not turn to the society
and their arrest became a form of scuffle behind the scenes.
True, according to a version, the authorities try to get rid of the
most odious oligarchs through Silva Hambardzumyan, Surik Khachatryan
and Samvel Alexanyan. The fact that this case became public and
covered by the television means the power needs the support of the
society in fighting the oligarchs.
