Armenia's ex-premier considers the country's 2012 budget an "emigration
budget."
"This time Azerbaijan will leave us behind again. This clownery must
be put an end to. Even if this budget contains anything concerning
tax reforms, it is on the basis of our proposals. But they are trying
to implement them partially," Bagratyan said.
