ACTIVATION OF THE KURDISH FACTOR SUPPOSES TAKING CORRESPONDING STEPS

And the international scientific conferences should be continued
in practice
Scientific secretary of the Yerevan State University, Turkologist,
candidate of historical sciences, associate professor Vahram Petrosian
noted the significance of holding scientific conferences in Artsakh.
According to him, more important is still the practical side of
these conferences. Introducing his opinion on the recent conference
to Azat Artsakh newspaper, he emphasized the strict necessity of
not only including scientific trends in the introduced researches,
but also giving the details of certain steps. He noted the necessity
of organizing active discussions, pointing out the shortcomings
followed by corresponding records, giving appropriate instructions
to corresponding structures, if necessary, in the form of internal
memorandum. "The item, which I'm dealing with, is a direction
for elaborating a certain policy", said V. Petrosian, adding,
"Our struggle with Azerbaijan takes place not only in the region,
but also outside it. This is a game with a zero score, when your
success is your opponent's failure, and his success is, surely,
your failure. In this context, the Kurdish factor should be taken
into account, and at the same time, the emphasis should be made on
raising the issue of Red Kurdistan. The latter is, to a certain
extent, also supported by Azerbaijan. Whether we like it or not,
we'll be involved in these processes. We'd better take corresponding
steps". According to our interlocutor, the goal should be demonstration
of the development tendencies, liquidation of our vulnerable sides,
stereotypes, and predictability, because we have, unfortunately,
become a predictable nation. We should make right and unexpected
decisions. And this leads to the necessity of creating certain
research centers. "Within my current visit, I plan meeting with
some officials to acquaint them with certain viewpoints, to speak
about the organization of corresponding discussions on the creation
of definite centers, or specific steps should be taken on specific
issues; otherwise, all this will stay only words", said V. Petrosian.
In his turn, V. Petrosian noted that Kurdistan's becoming part of
Iraq as an internationally recognized allied entity has instructive
significance for us, in the context of following the game's rules. And
as of the possible developments in our historical homeland,
Western Armenia, which can follow the Kurdish factor activation,
the Turkologist noted that a newly established state is always more
dangerous than an old one, as it has an independence problem. Creation
of a Kurdish center in Iraq is a safe phenomenon for us. The fair
realities prepare a corresponding ground for the autonomous formation
there to become an independent state. An unofficial referendum
was held in the Iraqi Kurdistan, and 97% of the population voted
for independence. Later, they declared that they were not going to
become fully independent, because it was early for this. So, they
have ready reserve options. V. Petrosian also noted other facts. The
following idea can be often met in the Kurdish historiography: the
Sevres agreement is the only document, which provided the Kurds with
autonomy and made their unification possible.
Currently, the Iraqi Kurdistan influences the Kurdish-populated
Western Armenian section and the entire Turkey. And the Turkish
Kurds are mainly concentrated in Istanbul. In the Western Armenia,
to neutralize the density, the Kurds were dispersed in different
directions, as a result of which they created a few enclaves in the
Turkish sections. According to the Turkologist, it isn't excluded
that certain developments can take place, requiring the Armenian
diplomacy's involvement in the game. We should properly perceive the
developments' direction and participate in the game, especially that
the Kurdish party always suggests this. They offer their cooperation.
It is noteworthy that the Iraqi Kurdistan is involved in the NABUCCO
project, intending also to participate in its alternative option -
program on building an Islamic pipeline. Or, in any option, they can
advance their interest. V. Petrosian pays special significance to the
Kurdish factor in the context of the last Syrian developments. There
are certain problems related to the Syrian Armenian community - after
Iraq, we can face the fact of endangered community in Syria. It is also
necessary to keep in mind the Syria-Iran relations, which are quite
strong. It is clear that Iran will try to ensure its connection with
Syria via the territory of the Iraqi Kurdistan. The noted realities
shouldn't be ignored; on the contrary, we should follow them and make
corresponding conclusions.
As an interesting fact, Mr. Petrosian noted the activity of the Kurdish
Democratic Party's branch in Armenia, which needs separate analysis.
According to V. Petrosian, the fact of how the Iraqi Kurdistan will
impact the Turkish developments is very important for us, because
Turkey has currently good relations with the Iraqi Kurdistan. The
reason of this is the existence of mutual-impact levers, for instance,
the Iraqi Kurdistan can have real impact on the electoral process
in Turkey.
The Armenian political circles note the necessity of organizing
radio programs in the Kurdish language, without taking into account
an important fact - the Kurdish dialect, which will be used in these
programs, isn't spread in the Iraqi Kurdistan. Another dialect is
spread there, so this approach is unacceptable. Any actions should
have their addressees.
So, the Turkologist's basic conclusion is that it is time for
introducing serious professional analysis and passing form scientific
researches to practical steps.
