    The Republican board decided not to rush to dismiss Surik Khachatryan
    but to wait for the criminal case. At first sight, it is a logical
    decision. The government official cannot be dismissed for assault
    until his guilt is proved.

    However, they rushed regarding Beglaryan. The government did not
    even wait for the criminal case, no proceedings were launched at all,
    and he was dismissed right away.

    It is possible that Beglaryan admitted his act at once, whereas Surik
    Khachatryan denies. Therefore, no proceedings were launched against
    Beglaryan, appreciating his honesty.

    It is not ruled out that Beglaryan understood the situation and
    realized that something happened which is an opportunity rather
    than a reason and the reason is the new time, the new challenges,
    and finally the new status quo of the government resisting which
    would be meaningless.

    It is possible that Surik Khachatryan cannot understand anything
    about challenges and status quo, and proceedings were launched not
    because of his assault, which is not the first, but because he does
    not understand.

    In addition, the goal is not to have Khachatryan understand during
    the criminal proceedings that it is meaningless to confront the new
    reality. The goal is beyond Surik Khachatryan. Perhaps counted days
    remain till the end of his tenure. The goal is those who rest but are
    still standing in line, and the line moves forward very fast. The
    goal is to have them understand the status quo, the new challenges
    facing the government, the new reality in Armenia and in the world
    and realize that it makes no sense to resist.

    Now Surik Khachatryan is like a model for the system, as a lesson
    that the system must learn before each wave or stage.

    Gagik Beglaryan is now rumored likely to come back. Of course, it is
    hardly possible that Serzh Sargsyan will sign his capitulation by
    his own hand, at least regarding Beglaryan but it is not ruled out
    that Beglaryan learned a lot of lessons, which means that he will be
    a different person after his return, and the society will not measure
    whether he has improved or not, Serzh Sargsyan will measure.

    The point is that in this case the society will measure Serzh Sargsyan
    or will get convinced that earlier it had measured correctly. So,
    Sargsyan must keep this in mind while returning Beglaryan.

    This is by the way, and now Serzh Sargsyan seems to be teaching
    lessons to the system rather than learning himself. But apparently
    learning is as vital for the government as teaching.
