The failure of the Armenian National Congress-government dialogue was
useful for Bargavach Hayastan Party, says Hmayak Hovanisyan, the
president of the Association of Political Scientists stated today. He
says this dialogue was against the interests of the third force,
namely BHP. `When there are three forces, one of them is not
interested in the unification of the other two. When two come to
terms, it is against the interests of the third,' the political
scientist said.
According to him, BHP had reason to worry about its future during the
dialogue because the hidden purpose of the dialogue was to ensure the
appearance of the ANC in parliament. The political scientist says the
statements that the government entered the dialogue for the sake of
stability and the ANC pursued snap elections are hypocrisy.
`They hid the real meaning of the dialogue. There are piles of words
which hide the general meaning. And the real meaning of the dialogue
was to agree on elections,' Hmayak Hovanisyan thinks. However,
according to him, the suspension of the dialogue was evidence that the
sides did not reach an agreement. He also does not take seriously the
participation of the Orinats Yerkir Party and Bargavach Hayastan Party
in the dialogue. In reality, it was the dialogue of the Republican
Party and the ANC. On the other hand, Hmayak Hovanisyan believes that
the failure is not BHP's fault.
At the same time, the speaker thinks that the dialogue will not resume
because the first president Levon Ter-Petrosyan destroyed the bridges
during the last rally. Hovanisyan thinks the government needed the
dialogue to improve its image in the world and reached its purpose.
For the parliamentary election, Hmayak Hovanisyan says it may be a
lifebelt for the ANC if Serzh Sargsyan heads the Republican ticket.
`In that case, Ter-Petrosyan will be able to refer to those elections
as the first round of the presidential elections or snap presidential
elections,' he said. Otherwise, he says, Levon Ter-Petrosyan will have
to accept the humiliation of racing with `just another Gagik
Beglaryan'.
If fair parliamentary elections BHP will win, Hmayak Hovanisyan
thinks. The second will be the Republicans. The ANC will have a
significant result if Serzh Sargsyan heads the Republican ticket. As
to the other forces, according to Hmayak Hovanyan, the Heritage Party
has no chance to appear in the next parliament because the Free
Democrats and the ANC will become stronger at the expense of this
party. According to the political scientist, the ARF Dashnaktsutyun
will also appear in the next parliament. As to the Orinats Yerkir
Party, he said, `They say only good things or nothing about dead
souls.'
